I was wondering if anyone was commuting between Yokosuka and Ueno? And about how much a commuter ticket (teiki) costs?

I don't, but it'll cost 28,490 yen for 1 month as a non-student adult on JR. As an alternative, it would be 5,670 yen from Ueno to Shinagawa on JR, and 18,850 yen from Shinagawa to Yokosuka Chuo on Keikyu, which would probably be faster anyway.
Either way, sounds like a long commute.
