Large grocery stores and discount food stores can be found with the right information being given.I have had zero problems finding economical wines and sorting out the best bargain.Finding the right food shop that has beverages of spirits could be worth checking out till found.
Anyhow that is what I discovered this year.

I recommend World Porters in Yokohama. They have a modest selection of high quality wines without the high price especially if you are on a shoe string budget. I particularly like to go there just after lunch. You can choose from a wide selection of wines from all over the world, then after, you can have it openned and drink right there. The cashier will provide you with two wines glasses and you can purchase some cheese and crackers or whatever.

Seiyu do some nice Australian wines. Unlike a lot of stores, Seiyu wine is not controlled by Sapporo breweries. Sapporo breweries suck in their choices of wine. They go for French wines and anybody who knows anything about wines, knows that you get what you pay for with French wines. McWilliams is a nice Aussie red and costs Y900. It's heavy like a claret and has a lot of tanin, but definitely quality compared to a lot of reds you can buy.
Mr. Chefs in Gyotoku along Maihama Dori - since you on the Chiba Tokyo border, I suspect you know Gyotoku - has a variety of wines and some nice Itlian Chiantis for about Y1,000.
At present, using the variables of price and quality, South American wines are the best for your Yen; especially Argentinian wines. You can get good white wines for about Y1,200 at both places I mentioned. Lay off the Los Vascos, a South American wine, although made by Rothschild, has been crap for the last 4 years and is not worth the Y1,500 price tag.
Food Express supermarket, which is a quality branch of Maruzen has a great choice of wines, there are a few of these supermarkets along the Tozai line. Most of their wines are in the price range of Y1,500. A little more pricey but the wines are very select and have yet to choose a bad one.
The only place to get nice affordable French wines in the area you're talking about is in Carrefours at Kaihin Makahari. They also do a 'buy three for the price of two deal'.
Because there has been a glut in Aussie wine, I am looking forward to picking up some excellent Aussie wines at bargain price next year.
Unfortunately NZ wines, although excellent are rarely under Y2,000 and are getting more expensive with each year.
Sandro BECOME fussy with your wines, it's the most enjoyable of hobbies.
Happy hunting.

I think he is asking about bars or places where he can drink wine cheaply, not buy adn take home.

Check out my kawagoe Izakaya's thread. In there I mention ikkyu (ˆê‹‰), which is super cheap. They include their wine (cheap, no name stuff) as well as kalua and all the regular japanese spirits at highly discounted prices. They are a medium sized chain with locations in Shinjuku and all over.

If you get out to Makuhari often enough to make getting a Costco membership worth doing you need to check out their wines. They bring in some good table wines from time to time which are really good deals and low priced.

Right now they have a pretty good Argentine Malbec for under 600 Yen a bottle. Not quite the usual sharpness you’d expect from this wine but very drinkable.

- And you should get a Costco membership anyway. If you are tired of the two types of cheese (“yellow” and “orange”) available in the average Japanese Supa Costco can be your savior. They have a decent selection of cheeses at reasonable prices.

Standing wine bars are sprouting up everywhere. Decent vino for 500 yen a glass. There's one very close to the east exit of Ebisu station that has a fine selection of wines & women (and the fact that everyone is standing makes this a great place to work the accidental pick-up routine).

In that case, I suggest you drink & dine to your heart's content at any fine restaurant and then slip out without paying. It's actually quite easy to pull off. I used to do it all the time when I was a streetkid in Montreal. Of course I had to hit the low-end joints cuz I wasn't always presentable

the reason i am asking cheap places is not because i want to go all the time,
but recently i am meeting toomany chicks, so i need fall back on those places sometime.

is only when i have a not so prolific time that i go to a decent restaurant.

as for to get out without payng, i did it already in japan, very easy in here too, but now i am reasonable ok financially at the moment, i always need a plan B

how far is from the station?IF you know the way it takes about 20 minutes walking – I donft advise it.

There is a bus but that will be 200 Yen either way – so an additional 400 Yen for the trip there. And you will have to carry all your purchases too – unless you use the Takkyubin option they offer and pay to have your stuff delivered.

Either way the membership is something like 4,000 Yen per year. This is really worth it if you will be coming by at least 5 or 6 times a year and buying a lot of stuff. And they do have a lot of stuff at reasonable prices. Some things they carry are hard to find anywhere else in Japan.
