Tokyu Hands have them, with lights, decorations, and everything else needed for decor, also available at some branches of Big Thumb.

There's a wholesale district called Asakusa-bashi that sells decorations, stationaries and craft supplies. The Christmas decorations are the cheapest in Tokyo and the selection is great. It does take a bit of time to explore all the stores to find the best prices, but if you're in a hurry you don't have to check out all of the stores.
