If you want a Japanese weedding, then the guests pay, but failing that then the bride's folks. Sort of whatb happened with me. Wasn't a normal wedding as such. Where are you getting married, etc.? It's pretty rigid in a more traditional wedding.

usually brides parents and grooms parents might chip iin
Guests bring money in an envelope to reception but after reception B & G give a gift of 50% of value of money gift back to guests

I gave 10000yen and got a piece of cake and a piece of candy in return.
Had fun though.
Makes me smile to hear my name mentioned so frequently in front of non-believers.
