I have been hearing about Gaijin Cafes where Japanese people meet Gaijin there. I just broke up with my girl friend (long distance relationship) and looking to meet western girls. Will this be a good place to meet them? If so where are they located in Tokyo?

I don't know what a "gaijin cafe" is, unless you mean those places that hire teachers to come and chat with Japanese people in english. Not likely you'll meet anyone there; it's a JOB to them and likely they aren't interested in having relationships with students.
If you want to meet foreign girls, it's easy- just go out and aroound, and when you see one, say "hello!"(^^)
There are TONS of foreign girls who are interested in Jguys, but most of them won't come to you.....they expect the guy to to all the work. So don't be shy! You never know, one of the girls you talk to may be me. (^_-)
