Anyone know of any dark rooms available to the public for hire in the Osaka area?

as in "dark rooms for developing and printing photographs"? Or as in "dark rooms for SM activities"?

Go to your local ward office and find out about community courses. Photography is quite popular for retired oyaji, and they may know where dark rooms are, or at least where courses are held. Newpapers may also be useful, or small photostudios.
An alternative is the small portable dark room, like a wardrobe, or the smaller cabinet types, that can be obtained through the specialist photo shops, such as Naniwa. They have catalogues of such equipment, such as Hakuba, Fujii, etc..
But with the recent moves to digital images; dark rooms and chemicals are giving way to USB, Photoshop and digital printers.

I can't really help you with Osaka, but while i was in Tokyo i met a couple of Photographers that were keing on leting me use there studio and dark room.........however, i did not produce much work (photography) in japan, i worked in a Bar.........after all free drinks...why not?
