I know of a place called 'Blackies' in Fussa. Yes that's the name-'Blackies'
I don't know how much, but I bet it's pretty expensive.

SunSun in Shibuya has pretty good rates.
I used to use Sole in Shinjuku. Sole has salons all around Tokyo and the quality is very nice but their prices jumped ridiculously recently so I don't go there anymore.

15 minutes costs 2100. But hang around the stores awhile and you're sure to get some coupons.

Sole doesn't have a 15-minute option on the menu, although they can do it if you ask.
They now make you start at like 25 minutes, which will run you about 3000yen unless you are a gold or platinum member, and then it's cheaper.
The only way to become a gold or platinum member is to either a) accumulate 500 points on your card, or b) be female.
Even as a gold member, it still costs like 2600yen, and they don't even give out those 500yen coupons to women every time anymore. They also no longer seem to do zengaki cash back days, and the hangaki cash back days are a rip-off as well because they now only do the coupons in 500-yen increments. So they argue that "hangaki" of 2600yen is actually 1050 because you didn't spend enough money to go up to the next 500yen increment. Friggin BS, they used to actually give out those coupons exactly 50% of what you had spent.
The place I started using now, SunSun, is really clear about their system and the pricing is more reasonable. The cheapest one is like 30minutes in a weaker machine for 1500yen, and that includes your tanning gel, etc. Oh and that place has much better conditioner, if you care about that kind of thing. The only bummer is they don't give you any after-tanning gel.

You're right. It's been years since I been.
And now that you mention it I think it was only 10 minutes they did back then.
To mindlessly blabber: In the winter, while I hybernated, I got that shade of pale that spooked onlookers.
Saw a visit or two to that Sole as a social service during those colder month until finally the whiff of skirts would wake me from out of slumber, crawling out of my hole to bask in the sun and frolic by the sea.
Of course now I don't really care.

Living in a country that's like 98% Japan and not living in any of the gaijin ghettos within it, I'd find it stranger if someone didn't have many Japanese friends here :P

You know you're supposedly more likely to get skin cancer by burning and peeling once a year (like many people do on their first trip to the beach) than you are by maintaining enough of a tan to help prevent that from happening? Not to mention the other damage that happens to your skin from burning and peeling. Of course excessive tanning is bad too.
And not all of Tokyo is a "gaijin ghetto." The place I used to live in the boonies was far more of a "gaijin ghetto" than where I live in Tokyo. Yeah there are gaijin in my neighborhood but they generally mind their own business. If you think Tokyo is a gaijin ghetto then you need to get your sorry a$$ outta Roppongi for a few minutes.
As for shaven arms...I've had no complaints about those :P
Not an anime fan. Not sure what that has to do with this thread, but I'm sorry to disappoint you if you were hoping to find an otaku friend to do "cosplay" in Akihabara with. Do you feel shy going to maid cafes alone or something?

Sunscreen? Gradual tanning. Fake tans with sunscreen?
Sorry but coming from Oz we are drilled re: sun damage.

Not sure what you mean by the first part.
Sunscreen does help gradual tanning. Tanning in a bed is essentially the same as tanning in the sun (it's not a fake tan like the kind you can buy in a bottle) and if done correctly, should also be gradual.
And yes, indeed, I use skin whitening products after tanning :P
I like tan super dark and then try to draw white designs on my skin. Working on a nice little heart shape on my a$$.

OK I know I made an over-simplified statement there, but tanning in a bed is still a result of tanning from UV exposure, as in, your skin is changing color due to exposure to UV rays.
Yes, the sun can do this more quickly and effectively in the summer, but I don't know any good pants-optional places to go around here for that kind of thing.
A "fake tan" is different, the stuff that comes in a can simply dyes the surface of your skin a darker color. It comes off as soon as the surface layer of skin exfoliates.

Yeah, you can't beat the real thing. I'll take staring at the j-dudes without shirts though ;)
Unfortunately, it only lasts through the short lived summer season here. Dammit, why the hell do they gotta close all those "umi no ie" after August 31st? Yeah, I know the waters will become infested with jellyfish soon after, but September boasts some of the hottest weather of the year, and the water is so crappy around Kanagawa that nobody really goes swimming in it anyway.

They do some great spray(air brush) tans these days here which last quite a while. And bottled tans with sunscreen to top up the color and protect your skin from sun damage, wrinkles etc.
I would advise using sunscreen for your hair too especially if it has been chemically treated (and I suspect it has!)

You could try taking vitamin D supplements as that is something to do with not getting enough Ultraviolet-B on your skin.

Clarins/Clinique do some great fake tans with SPF 15 in. I know Neutrogena did a tinted body lotion with SPF for daily use but I do not know and doubt it is available here. Next time I am in the Sony Centre I will have a look for you and if they do the hair protector.
But I do agree there is nothing like real sun on a beach (just use sunscreen)!!!

My schedule is a bit up in the air now, but the plan is to get there in later July. I don't know how much I'll be in Tokyo, though, but it would be fun. I'll let you know.
AND, now that the gig is up about my rather transparent Anti-Club pose, the past 3 years, I have been having the greatest time at Japanese clubs, esp. down in Okinawa. The music is often a bit Not My Style, but the crowds are just so Luverly. They seem to be really cool about the whole Older Guy with his friends having fun dancing who isn't a sleaze (No, REALLY! I'm NOT!), so I don't feel awkward at all.

Vitamin D is found in Centrum (multi-vitamins), cod liver oil, canned tuna/sardines, eggs... there is really no need to take it separately if you can/are getting it from another source.

Just an update, I stopped going to SunSun and started going to Blacky Personal. SunSun is really cheap and the service is good but that place gets super busy later in the day and they don't give the machines enough time to cool down. They're basically running them all day with only a few minutes between sessions to clean them, so if you go any time from the late afternoon onwards, they are usually ridiculously hot, and their fans aren't very good either. I could barely tolerate the full 20 minutes the last time I went there.
At Blackey, they seem way more knowledgable about the machines and proper use (and tanning safely), you get a private shower/changing room, better radio stations, and really nice hair and skin care products to use afterwards. It's quite a bit pricier but defnitely gotta be one of the best out there. Unlike Sole, they don't limit the time you can use the shower/changing room afterwards, so there's no ridiculously rushing afterwards either.
