My friends insist these places exist, but that they are hard to find. For my part I have yet to find a club or bar where "new" foreigners can go. What say you GPers?

Gas Panic? lol
Most places in tokyo should be fine.. Usually menu in english and japanese in shibuya and roppongi.
Some clubs, such as hip hop club Harlem, dont allow foreign males unless they have guestlist or a female with them. Foreign males bring drugs, fights, touch on girls, steal things, etc... apparently.
In response to your question, here are 7 English-friendly bars marked on a map with all the info you would need on each of them.

Clearly this is useful info in response to a specific question.. so, if "mangy blue dog" (the frustrated volunteer hall monitor) deletes it as he is prone to doing... the OP can complain to him.
I forgot the second page.. here is another 5

12 bars should be enough to get him started?
If the Roppongi crowd isn't your thing, you could also try some spots in Aoyama or Shibuya.
Shibuya has quite a few British pub-style bars, and some of the bigger clubs in the area are quite accustomed to having foreign customers. Camelot sometimes gives out discounts for foreigners but once you're inside, the crowd is mostly Japanese college students and 20-somethings who probably don't speak much English (the place is more of a "disco" than a club, although quite large). Drinks are kinda big but weak. WOMB is a better bet if you're picky about music, mostly Japanese crowd but lots of foreigners too and a lot of the Japanese people there speak English; cover charge is quite pricey if you're not on the discount list though. But if all else fails, you can always go to the Hub in Shibuya, just a few minutes walk from the station. Avoid the bar Gas Panic at all costs!
In Aoyama I would suggest Velours, you can meet a lot of foreigners who have been in Japan for a while and are in general quite chill/easy to get along with, lots of Japanese who have lived abroad or are used to hanging out with people from abroad are there as well. It's a really posh looking lounge kind of place and there is a cover charge, but not as expensive as the bigger clubs, drinks are nice and cheaper than most places in nearby Roppongi. The one downside though is that it's a little tricky to find at first. I'll actually be hanging around there this Friday.
Aoyama is a quick taxi ride (you could actually walk) to Roppongi, Shibuya, or Nishi-Azabu so I think this area is a good way to start off the evening in style before moving on elsewhere to party it up more.
