Help!! C.G. tax absolutely NO idea!!!!!!!!!

I'm opening a trading account with etrade in the U.K. to trade in NYSE stocks.
I've been a resident of Japan for 5 years, so I have to pay capital gains tax here.

I understand there are 2 capital gains tax systems GENKEN and SHINKOKU.
My problem is I have no idea how to apply for these taxes!

Do you know the procedure?
For example where can I get the forms? (If there are forms to fill out)
Is there a city office I need to go to?
If you don't know, do you know where I can go to get advise?
