I just went to Kinkos, and managed okay even with my bad Japanese. Also, the Kinkos in Ebisu has a guy who speaks excellent English, although it's probably hit and miss whether he'd be there when you turned up. Having said that, I'm not sure if they actually do a meishi design service or not, as I brought in my own images on CD for them to print.
Also, ideally the cards should be bilingual obviously, so you might need to have someone translate the card text so you can take it with you.

I havent used these guys but probably better than Kinkos.
Create a PDF that has both the English and Japanese on your own and then submit it to the printer, no problem.

Kinkos is crap....rubbish cheap quality cards...
If you want nice ones then find an independent store...who do this professionally...
TBH i have only seen 2 good places...1 is a chinese guys place near sjuku and the other is in hatchobori

Here are 3 online sites that will print out some business cards and deliver them to your home by mail within 2-3 business days. I used the first one. 1500 Yen for 50 cards including tax and shipping. Very nice cards.
The sites are in Japanese, but I just ran the order form through google translator. The owners will send you a sample image for your approval before they print so you can see how they look.

By the way, make sure the paper quality is up to your standards. Check it before they print. The cheaper quotes youll get often are because they use very thin/poor quality paper. Personally I prefer a business card that is on stiffer paper.

+81-90-5555-5555 is most common.... there is no need to write it twice, it's a bit dasanai....

Looking at the different printer websites that have been posted, none of them offer card weights over 220Kg. Kg is the standard Japanese measure for paper thickness, which is kilograms per 1000 sheets of 0.84 meters squared.
Printers in the West use grams per square meter (gsm). So 220Kg is equivalent to 260gsm, which is a crappy toilet-paper thickness offered by the really cheapo Western printers. 320gsm should be the minimum, and 420gsm is the upper limit.
I found some guys offering 300Kg, which is a solid 360gsm:
