    Here is an article on how to file a suit in small claims court in Tokyo:

    If the amount is below the maximum (Y800,000 or Y1 million -- can't recall which) -- then Small Claims Court just might fit the bill.

    Thanks. I'll mention the court option to her..
    although I don't think she would be willing to go to the court to claim the loss of money simply because she is rather shy and scared of this whole situation at the moment. I bet he thinks she is kind of pushover and so he can get away with it.
    She can speak Japanese but I can't so I can't talk to this guy on her behalf and talk some sense into him and she doesn't know anyone in Japan who can help her out..
    I don't know what to do at the moment

    Was there a full investigation into the alleged incident? And if there was what was the % of blame??

    % of blame was 72.8% in the runners favour. The cyclist was blatantly breaking the rules. In fact, he said afterwards that he thought he was in the tour de France. This being Japan, nobody bought it.
