The one thing I am curious about is whether municipalities could opt to lower their tax rates without national government approval. If certain municipalities chose to do so, they could attract high net worth individuals who'd be glad to get a break on their taxes. Even a change from say 10% to 9% could be non-trivial... and at the same time make a difference to the coffers of troubled municipalities like Yubari...
