I know a street vendor who tells me he also makes regular payments to the yakuza.

Yeah, thats true. I have heard of street vendors having to pay off the local thugs for setting up in their territory. Of course the police do absolutely nothing about it!

why are you so up-tight about it? Just think of them as anothet type of regulators. Street vendors are too small for the government to deal with.
