Try user-side in Akihabara, they helped me a lot.
Yodobashi Camera have been advertising in the Metropolis that they have English assistance. I don't know where in Japan you are so if you give them a call and the person doesn't speak E, I am sure someone who does will call you right back.
On a side note, I assume you know that RAID 0 is very risky.

I live in Yokohama, tried to call yodobashi.. but they cannot help if they don't sell the parts I need.
My requirements for this workstation is for editing High devinition video.
so.. I need Quad core pentium, DDR3 ram, NVidia quadro graphic card, and Harddisk Western Digital with 10.000rpm
installed in RAID 0 configuration (stripping)
I understand.. the risk.. but this harddisk is for temporary workspace (scratch disk)... I need RAID 0 for speed performance.
Every several hour.. the data will be automatically backuped to another external 4terra HDD.
So... can anybody suggest.. where can I find a company who can help me built that machine and speak English ?

Do you need a quadro for video editing?
I do 3D modelling and have a quadro for that, but for editing I thought you might get better value with something else?
I ordered my quadro from America as I couldn't find a mid range one anywhere, they have some low end ones around Akihabara however. You might want to try Tsukumo, its a good shop, though doesnt have English support. Try their website and see what they have and then go there. Unlike a lot of places in Akihabara, they stock a lot of items so you can go and pick up without the process of ordering in Japnese which at my level is tricky.
Yodobashi is what I would classify back home as a typical High street store. Prices aren't good and in depth knowledge is non existent.
