    Can someone tell me what exactly will change for someone living here as a Permanent Resident come April 2010?

    none whatsoever as far as I can tell. I have PR and am not on the health insurance. You dont have to worry about visa renewal so you wont have anyone threatening to take your visa away or deport you.

    Agree. you won't even need a re-entry permit anymore once that change goes through.

    Once you have PR you have to do something spectacularly naughty or stupid to lose it. Leaving the country without a re-entry permit one day before the rule change would be in the 'spectacularly stupid' category.

    ... if you are planning to come back to Japan within one year. If you are planning to stay abroad longer than one year (but less than three), you have to get a re-entry if you wish to keep your PR.
