Getting Spousal visa while IN America?

My wife and I are planning to return to living in Japan after being in the states for 3 years.
My wife is Japanese but I no longer have my spousal visa. It has expired.

My question is whether or not this can be obtained from a Japanese consulate in the USA prior to our arriving in Japan?
I know it takes about two weeks to process if we do this in Japan so if its faster to do in the states and just arrive with it...that's what I'd like to do.
I recall reading about this years ago but its been awhile and I can't find the information anywhere.
Also, any idea how soon I'd have to fly there after obtaining it?

Contact the nearest Japanese embassy/consulate general's office near you and ask for the specific procedure.

This is exactly the procedure I followed, through Miami in fact, and it was a breeze. Just make sure you've got your ducks in a row.
