Default Basic exemption in calculation of income tax and resident tax

I received the notification from my prefecture (Ichikawa, Chiba) on paying the resident tax. In the notification, it seems the amount of basic exemption and deduction for spouse and dependents are slightly different from calculation of income tax. Specifically, in calculation of income tax, this amount is 380,000 yen, while in calculation of resident tax, it is 330,000 yen. My questions are:

1. Is there such difference as I mentioned above when calculating 2 kinds of taxes?
2. The flat rate for resident tax is 10%, however, in my case, it is slightly lower than 10% x taxable income. Does anyone know how to calculate the resident tax given the amount of taxable income?
3. May I go to Tax office to file the final return by 16 Feb?

Many thanks for your attention.

That sounds about right... I know there is some difference at least. I paid a tiny bit of residence tax last year but got all of my income tax back.

Why would it be lower in your case? It's 10% of taxable income for everyone.... however if you have deductions, your taxable income will be lower than the amount estimated by your employer and you'll get a refund. If you know your taxable income it's 10% of that. What you need to do first is calculate your taxable income, by subtracting any deductions you might have. It's actually explained very well in the booklet they send out with the tax return form every year. If you don't get one for whatever reason you can pick one up at the tax office. If you can't read Japanese but can speak it, the people at the tax office will explain how to fill it out. If you can't read OR speak.... get your husband/wife/co-worker/boss/friend to help???

I think you can file as soon as you have all of your paperwork together.

The most likely reason for the discrepancy is that you also don't have to pay resident tax on any social insurance contributions.

If you are filing for a refund, then you can actually submit before Feb16.

I attached the sheet of my tax payment. Please help to clarify items since I do not know Japanese.

May I get refund if I fill the final return after Feb 16?

Many thanks.
