  • Non NZ natiional with NZ a licence, change to Japanese licence?

A buddy of mine, a UK national, wants to go to NZ, get a driving licence, drive there for three months then come to Japan and get it exchanged for a Japanese one. His original licence was issued in Africa but has expired.
Reckon he can do it? He's already been here for a couple of years but hasn't been driving.

If he's out for more than 3 months / 90 days after the issue date on the license then he's fine. Can he stay there for 4 months?

Going elsewhere is ok too - the rule simply says outside Japan.

I've also heard anecdotal evidence that the 90 days can be cumulative instead of consecutive.
