With Shinsei Bank, the ATM card can be used at all Shinsei ATMs, all 7-11 ATMs, Japan Post ATMs, all city banks (Tokyo-Mitsubishi UFJ, Mizuho, Sumitomo Mitsui, Resona, Saitama Resona), all 4 trust banks (Mitsubishi UFJ, Mizuho, Chuo Mitsui, Sumitomo), Aozora Bank and Shoko Chukin bank for free. Overseas withdrawal on plus network ATMs, free.

If you can't find any one of those ATMs you must be in the middle of nowheresville.

Lol thanks, gonna sign up there.

Paying between 180 and 240 yen now for every withdrawal at UFJ, goes really fast if you withdraw 10 times a month.

Hey I know you are more interested in banks, but just for the possible benefit of others who are interested in currency exchange specialists such as WorldFirst (and you too if you change your mind), I just found this site yesterday which looks potentially useful.

        http://www.mycurrencytransfer.com/

See "Compare Currency Transfers", and the "Find Best Deal" button.

I just tried plugging in a JPY amount, exchanging to my state of citizenship's currency, and the top option was displaying an exchange that was only 0.10 yen worse than the market exchange rate (checked against a different forex information site).

This is a pretty good rate if it's for real - 0.40 yen better than Shinsei. Would need to check other fees potentially involved to be sure though.
